October 2017 – Cabinet Member Approval

Following approval by the Cabinet Member for Regeneration, Environment and Housing to proceed with the implementation of the proposed waiting restrictions as consulted in July 2017, the Council is now making arrangements for the implementation of the yellow line restrictions on-site within the next 6 weeks.     Officers regularly receive complaints and concerns regarding obstructive and dangerous parking from emergency services, local ward members, local residents and motorists. Due to the large number of requests that are received throughout the year, it has been necessary to group these requests with the intention of undertaking a borough wide statutory consultation. Each request is added to a rolling programme for investigation and the appropriate recommendations and the proposals are formulated in one report at any given time

    Following the requests from residents and Ward Members to tackle obstructive parking throughout the borough, the Council is proposing to introduce 'at any time' waiting restrictions at various locations across the borough.

    The proposed waiting restriction measures aim to improve safety, visibility and provide clear access for all road users, this is particularly important for emergency service vehicles (ambulance and fire engines) and the council's refuse collection service vehicles.

    Statutory consultation period

    The statutory consultation period begins on Thursday 6th July 2017 until Friday 28th July 2017.

    What happens next

    A Notice of the Council's intensions to make the relevant Traffic Management Orders (TMO) for the required changes will be published in the local news paper (The Guardian), London Gazette and posted on lamp columns in the vicinity. Representations for and against the proposals must be made by email to trafficandhighways@merton.gov.uk or in writing to the Head of Sustainable Communities, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 28th July 2017 quoting reference ES/WR2017B2

    Objections must relate only to the elements of the scheme that are subject to this statutory consultation. The Council is required to give weight to the nature and content of your representations and not necessarily the quantity. Your reasons are therefore important to us.

    All representations along with Officers' comments and recommendations will be presented in a report to the Cabinet Member for Regeneration, Environment and Housing. Please note that responses to any representations received will not be made until a final decision is made by the Cabinet Member. Once a decision is made by the Cabinet Member the public will be informed accordingly.

    Copies of the proposed Traffic Management Order (TMO), a plan identifying the area affected by the proposal and the Council's 'statement of reasons' can be inspected at the Merton Link, Merton Civic Centre, London Road, Morden, Surrey, between Monday to Fridays, 10am to 4pm.
