The outcome of the formal consultation carried out in June/July 2008 resulted in the council’s decision to proceed with the installation of the proposed ‘double yellow lines’ / at any time waiting restrictions, cutbacks and footway parking. The representations received along with officers' recommendations were presented in a report to the Street Management Advisory Committee and the Cabinet Member on the 24 September 2008. Following this meeting, the Cabinet Member has agreed to proceed with the implementation of restrictions as previously advertised.

The final made TMO, which allows the restrictions to be implemented and administered, will be published in the London Gazette and the local newspaper shortly. Notices will also be placed on lamp columns in the affected area.

The council has agreed to provide funding to resolve local residents’ parking needs and improve access for emergency services by creating lay-bys within the grass verge to allow parking in Torrington Way; Rougemont Avenue and Holne Chase. The new Cabinet Member, Councillor William Brierly, has now authorised officers to carry out a formal consultation on the revised proposals to introduce waiting restrictions and to create lay-bys for parking to address local residents’ concerns. The works will involve widening the carriageway by removing some of the grass verge/footway and introducing waiting restrictions in sections of the road where parking can not be permitted.
A notice of the council’s intentions to make the Traffic Management Order (TMO) for the above measures will be published in the local newspaper, London Gazette and posted on lamp columns in the vicinity. We urge anyone who is either in favour or against the proposal to make their representation in writing to the Head of Street Scene and Waste Management Division, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 18 July 2008, quoting reference ES/EG/RO. Anyone who opposes the scheme must state the grounds on which their objection is made. We also welcome letters in support. Please note that responses to any representation received will not be made until a final decision is made.
A new decision sheet has now been signed by the new Cabinet Member, Councillor Brierly, approving the reduction of grass verges to allow parking and to undertake a formal consultation on some yellow line restrictions.

Following a letter of concern from the Fire Brigade, the Cabinet member has revised his decision and approved to undertake a formal consultation on the proposed 'At any time' restrictions.
It is the Council's policy to improve the environment by regulating the number of parked vehicles in the area, thereby improving safety and access for all road users. The key objective of the proposal is to introduce the recommended restrictions to improve safety and vehicular access.
