Hillcross Avenue - Proposed 20mph zone
Update - 30 April 2010 - Decision
Following the formal consultation carried out in March 2010, presentations were reported to the Cabinet Member for Planning and Traffic Management. The Cabinet Member has agreed on the introduction of a 20mph speed limit in Hillcross Avenue.

Update - 24 February 2009 - formal consultation
Following the formal consultation carried out between 4 December 2008 and 5 January 2009, and the comments received, the Cabinet Member for Planning and Traffic Management made a decision on 4 February 2009 to not proceed with the scheme in its proposed form.
In light of this decision, a new scheme has been drawn up.
The council will be carrying out a new Statutory Consultation for this scheme which will run from 26 February 2009 to 20 March 2009. Those wishing to write in regarding the new proposals should do so in accordance with the instructions on street notices which will be posted on street columns within the area later this week.

Update - 08 December 2008 - formal consultation
Following the informal consultation carried out in August 2008 and the responses received, a report was submitted to the Street Management Advisory Committee in its meeting on 04 November 2008. The Cabinet Member has agreed on the undertaking of a formal consultation.

Informal Consultation - August 2008
20mph zone
As per Administration’s manifesto and commitment to reduce speed of traffic throughout the borough, Merton Council has successfully obtained funding from Transport for London (TfL) for the introduction of a 20mph zone along Hillcross Avenue. A 20mph zone is a dedicated area where improving safety and maintaining the quality of life for local residents takes precedence over the general objective to ease traffic movement. Traffic speed within this zone is not to exceed 20mph. To achieve this, traffic calming features in the form of road humps; speed cushions; road closures; one way system; pedestrian refuge islands and road narrowings should be introduced.
Over the years there have been a number of personal injury accidents and many reports from the residents airing their concerns regarding the speed of traffic along Hillcross Avenue. Hillcross Avenue is a bus route and the secondary emergency route. The Emergency Services and the bus operators have been informally consulted on these proposals.
Proposals
For the successful introduction of a 20mph Zone which must be self enforcing, Merton Council is proposing the measures detailed on the attached plans.
The zone starts at the Beverly roundabout to its junction with Links Avenue. For the proposed zone to comply with the requirements for the introduction of a 20mph zone, speed reducing features are necessary. The proposals include cushions; junction entry treatment; new/modified pedestrian refuges; build outs and virtual build outs with alternate give way working system. Every effort has been made to minimise the loss of on street parking. The proposals also include the necessary associated signage and road markings.

The decision on whether or not to proceed with the next step, which would involve a formal consultation on the proposals, will be subject to the responses received during this informal consultation.

We regret that due to the number of responses received during a public consultation it will not be possible to individually respond to each respondent. We welcome your comments on this proposal, which will be noted and included within the proposed measures where appropriate.
What happens next
The results of the consultation along with officers’ recommendations will be reported to either the Street Management Advisory Committee on 4 November 2008 or, if appropriate, earlier to the Cabinet Member for a decision. Once a decision is made, you would be informed accordingly via a newsletter.
