Proposed cycle facilities - Green Lane

Merton and Sutton Councils are proposing to introduce cycle facilities in Green Lane as part of the development of the London Cycle Network, funded by Transport for London (TfL).

This scheme forms part of a TfL proposal to provide a network of London wide cycle routes, to facilitate safer and more convenient travel for cyclists. The network is intended to increase peoples’ choice of realistic and affordable modes of transport.

The proposals are for an advisory cycle facility along Green Lane from its junction with Central Road to the junction of Rosehill Roundabout in both directions. The design for the scheme has been prepared based on the recommendations of officers from the London Borough of Merton and the London Borough of Sutton who have been working jointly to agree the design proposals.

The new advisory cycle lane is proposed for both carriageways and will provide consistent facilities for cyclists travelling in both directions. The advisory cycle lane will form a key link along the London Cycle Network from within the borough of Merton linking to existing cycle facilities found at Rosehill Roundabout in the borough of Sutton.

The key elements of the scheme are set out below.

Cycle facilities along Green Lane

The proposals are to provide an advisory on road cycle facility in both directions along Green Lane from its junction with Central Road to the Junction of Rosehill Roundabout.

The proposals are for a 1.2m wide advisory cycle lane from the junction with Central Road at the northern end of the scheme, on both sides of the carriageway to the relocated Zebra crossing outside St. Helier Station. The cycle lane will then resume from a point just north of the junction with Middleton Road and continue for the remainder of Green Lane to link into the existing cycle facilities found at Rosehill Roundabout. The proposed cycle lane will be highlighted by the use of green coloured surfacing and new cycle markings to emphasize the presence of cyclists to other road users and help improve safety.

A hatched safety zone will be provided along the entire length of this new cycle lane adjacent to the parking bays, which will help provide enhanced safety for both cyclists and motorists.

Protected on street parking bays

Existing arrangements along Green Lane allow for parking on the carriageway. The proposals will protect the parking by the use of new kerb buildouts. These buildouts will keep parked vehicles away from the junctions and protect the parking on street, which will improve access, visibility and general safety for residents and road users of Green Lane. There will be a small reduction of on street parking near the junctions to improve safety and in some locations the buildouts will provide safer crossing points across Green Lane to the central island.

Junction improvements

The scheme includes proposals to improve safety at existing junctions that meet Green Lane and certain junctions will have entry treatments that tie in with the new kerb buildouts. This will help to reduce vehicle speeds and make it safer for pedestrians when crossing the side roads adjacent to Green Lane. These measures will bring the junction 'give way'-lines forward and will help to improve visibility for motorists when exiting the side roads.

Proposed 20mph limit

In addition to the highlighted proposals, we would like to notify you of proposals for a new 20mph limit in Green Lane for the area outside St. Helier station. We will soon be seeking your views through a separate formal consultation process, which we will carry out in the near future and your views and comments will be asked for via a similar process at that time.

For your information, the details of the proposed measures for this new 20mph limit can be found on the attached plan.

What happens next

Prior to the cycle lane and associated works taking place, you will be notified by a letter from the Councils advising you of the results of the consultation and informing you when the works will commence. Contact details for the engineers looking after the scheme will also be supplied.

As detailed in this Newsletter residents in the vicinity of the proposed 20mph limit will be consulted shortly.

Following this consultation exercise the Merton Cabinet Member (Councillor) will make a decision as to whether the 20mph limit proposal (shown on the attached plan) should proceed.
