Eastfields 'Home Zone'

Update 12 February 2009

Following the formal consultation carried out in October 2008 for the associated one-way system and waiting restriction the scheme has been was approved by the Chief Executive for construction. The planned work will commence at the beginning of March 2009 and is expected to be complete by mid July 2009. Residents in the vicinity will in due course receive more detail from the appointed contractors with keys dates and who to contact should have any queries or concerns during construction.

Update 9 October 2008 - Formal Consultation (Associated Measures)

The outcome of the formal public consultation carried out in July 2008 was presented in a report to the Head of Street Scene and Waste, and it has been agreed to introduce the Home Zone in Laburnum Road. Following the above decision, we are now undertaking a formal consultation to introduce the associated measures i.e. one way system and double yellow lines. Representations against the proposals must be done in writing to the Head of Street Scene and Waste Management Division, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 31 October 2008, quoting reference ES/SGE/LHZ. Anyone who opposes the measures must state the grounds upon which their objection is made. We also welcome letters in support. The council is required to give weight to the nature and content of your representations and not necessarily the quantity. Your reasons are therefore important to us. Please note that responses to any representation received will not be made until a final decision is made.

Update 3 July 2008 - Formal Consultation

Having considered the feedback received during the various informal consultations with residents and successful bids for funding, Merton Council is now planning to implement a ‘Home Zone/Shared Surface’ in Laburnum Road, since the introduction of the new Mitcham Eastfields station. A Notice of the Council’s intentions to make the necessary Traffic Management Order (TMOs) will be published in the local newspaper, London Gazette and posted on lamp columns in the vicinity. Representations for and against must be done in writing to the Head of Street Scene and Waste Management Division, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 25 July 2008, quoting reference ES/SGE/LHZ.

A copy of the draft TMO, a plan identifying the area affected by the proposal and the Council’s ‘Statement of Reasons’ can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey during the Council’s working hours, Monday to Friday, between 9am and 5pm.

At the conclusion of this formal consultation a report will be presented to Cabinet Member for a decision on whether or not to proceed with the final implementation of the scheme. Please note that responses to any representation received will not be made until the final decision is made.

Informal Consultation

Merton Council is considering the implementation of a ‘Home Zone’ on the Laburnum Estate, subject to funding. This is because Network Rail is opening a station adjacent to Grove Road in the new year and pedestrians/cyclists are likely to use this road to commute between Mitcham Town Centre and the station.

Home zones are residential areas where the road space is shared between vehicles and other road users, such as pedestrians and cyclists. Home zones:

  • are designed to promote quality of life and encourage a community environment;
  • can be landscaped to help soften the hard features and improve the overall environment;
  • can have self-enforcing speed reducing features through the positioning of parking bays and other features, although the scheme does need to allow access to service vehicles (for example the refuse truck and emergency vehicles);
  • can have play areas provided, if desired, to encourage further use of the area and
  • can also improve an area by encouraging its use, which in turn increases natural surveillance and acts as a deterrent to crime and anti-social behaviour.

Consideration is given to the use of street furniture and materials that differ from those usually used on the public highway. This is necessary to highlight the area’s unique characteristics and difference to neighbouring roads that are not included in the scheme. Colour and texture is used to define different uses of the road space and street furniture can be used to segregate other road users from vehicles.

Another benefit would be the proposed zone could provide 59 fully accessible parking spaces. Laburnum Road currently has parking for approximately 34 vehicles of varying degrees of convenience and safety, which are to be reduced to comply with existing highway regulations.

The road and adjacent footways are the responsibility of the Highways Division and remaining areas the responsibility of the Housing Division. We are, therefore, working together on the proposals for a home zone in this area to ensure the best possible scheme is delivered.

How to Make Your Views Count

Before proceeding any further, the Council would like your views on our outline proposals. The approximate layout of the scheme will be governed by the existing road layout and land ownership. However, resident participation is vital to deliver a successful home zone and we will need your views on the proposals, particularly regarding the style of street lighting, bollards, colour and texture of surfaces.

An exhibition is planned for the 6 and 11 December (10am to 7pm) and 8 December (10am to 4pm) along Roper Way. What Happens Next

Following the exhibition and receipt of completed questionnaires, the results of the informal consultation will be reported to the Cabinet Member, who will make a decision whether or not to proceed to the next stage of formal consultation. We will then advise you of the decision and what happens next.
