Farm Road/Combermere Road footway parking & waiting restrictions

Merton Council is making changes to the existing parking arrangements in parts of Farm Road. The Council recently investigated the current parking pattern on Farm Road and it was found that along the northeastern kerbline, drivers parked partially on the footway between its junction with Central Road and Combermere Road. This practise was also observed along the south western kerbline between its junction with Central Road up to the boundary of property numbers 26/28 Farm Road.

It is illegal to park on the footway in London unless exempted and in the event of a complaint the Council would need to take enforcement actions. To legally allow vehicles to park at these locations the Council will be making a Notice pursuant to Section 15 of the GLC Act 1974, which will allow vehicles to be parked with 2 wheels on the footway from 21 March 2011. Prior to this Notice becoming effective on the aforementioned date, the Council will mark out the parking bays partially on the carriageway and footway so as to ensure drivers park in the manner prescribed within the Notice to be made. Permanent street signs relating to the manner of parking will also be erected between the start/termination points to the stretch of road to which the exemption applies. Vehicles must park within marked bays from 21 March 2011.

Street Notices in the affected area will be posted on lamp columns within the road on 17 February 2011.

To improve safety and visibility at junctions, the Council also proposes to introduce waiting restrictions at the junction of Combermere Road and Farm Road which will operate ‘at all times’. This proposal requires the making of a Traffic Management Order (TMO) and the council is obliged to undertake a formal consultation.

The Council is also considering proposals to improve safety and visibility at the junction of Farm Road and Central Road which will be subject to a separate consultation process later this year.
