West Barnes Lane - Traffic management scheme

Merton Council is proposing the following traffic management scheme to alleviate congestion, reduce delays, regulate traffic movement and improve road safety in the West Barnes Lane area.

West Barnes Lane level crossing - proposals

The proposals are:

  • To remove the set of traffic lights at the junction of West Barnes Lane with Burlington Road, which were installed more than ten years ago and have remained non operational since.
  • All vehicles on West Barnes Lane from the Grand Drive direction will be compelled to turn left into Burlington Road (heading towards Shannon Corner). This traffic will have priority over southbound traffic on West Barnes Lane (from Raynes Park). This also means that all traffic from Raynes Park (towards the A3) will have to give way to traffic on Burlington Road turning right into West Barnes Lane.
  • To ban the right turn from West Barnes Lane south (from Grand Drive) into West Barnes Lane north towards Raynes Park. A mini roundabout is proposed at the junction of Burlington Road with Claremont Avenue to mitigate the banned right turn and allow traffic to return towards Raynes Park. The roundabout will only cater for small to medium sized vehicles. All heavy goods vehicles will need to use the larger roundabout at Shannon Corner.
  • Resurfacing work to improve the condition of the carriageway at the junction of West Barnes Lane and Burlington Road and Burlington Road / Claremont Avenue.

Give us your views

The Council would like your views on these proposals or any other suggestions that you may have. Please write to Traffic and Highway Services, Merton Civic Centre, London Road, Morden SM4 5DX or alternatively email trafficandhighways@merton.gov.uk with any comments that you may have by no later than 12 March 2010.

All comments received on these proposals will be considered carefully. Unfortunately it will not be possible to reply to individual responses, but all comments received will be reported and considered by your ward councillors and the Cabinet Member for Planning and Traffic Management before a final decision is made.

A further letter will be circulated when the final scheme (with any changes) has been decided.  It is proposed at this stage, subject to detailed design work and final approval, to introduce these proposals by April 2010.  

Statutory consultation process

The Council is required by a Statutory Instrument to publish a Notice of Proposal” in the local press giving information on the proposal to ban the right turn and to consult specific persons or organisations such as the Emergency Services on this proposal. The Council is also required to include a statement on how to make representations in the Notice.

A Notice outlining this proposal will be published in the local press on Thursday 18 February 2010. Notices will also be posted on lamp columns in the vicinity by this date.

Procedure for making representations

Representations for and against the ban turn proposal or any other comments must be done in writing to the Head of Street Scene and Waste, Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 12 March 2010, quoting reference number ES/SGE/WB.

Anyone who opposes any part/s of the proposals must state the grounds upon which their objection is made together with the appropriate reference number/s. The Council also welcomes letters of support and is required to give weight to the nature of and content of your representations and not necessarily the quantity. Your reasons are therefore important to the Council.

A plan identifying the proposals, including the banned right turn, together with the Council’s Statement of Reasons” can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX during the Council’s working hours, Monday to Friday between 9am and 5pm.
