Cabinet Member Approval and Implementation 15 May 2017

Following the statutory consultation, the feedback from the community was reported to the Cabinet Member for Regeneration, Environment and Housing in April 2017. Approval has been given to proceed with implementation of the MP3 CPZ with the anticipated operational start of 26 June 2017. A newsletter will be distributed shortly to all properties in the boundary of the proposed CPZ to update them of the decision and to notify of the next stage with regards to implementation of signs and lining street works for the CPZ. The Council's parking enforcement team will shortly be distributing to properties within the scheme an information pack, including parking permit application forms.

 

Statutory consultation 9 March 2017

The Council is carrying out a statutory consultation on its intention to introduce a Controlled Parking Zone (CPZ) to the Willmore End area to include Nursery Road, Parkleigh Road and Willmore End.

Representations in regards to the proposals described in this Notice must be made by email to trafficandhighways@merton.gov.uk or in writing to Future Merton (Traffic and Highways Team 9th Floor), Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

Representations must reach the Council by no later than 31 March 2017 quoting reference ES/MP3. Objections must relate only to the elements of the scheme that are subject to this statutory consultation.

 

Update 16 February 2017 - Result of the informal consultation

Following the informal consultation that took place between 17 November and 9 December 2016, a total of 177 premises were consulted via documents containing a newsletter explaining the proposals. Residents consulted were from Nursery Road, Parkleigh Road, Willmore End and stretch of properties on Morden Road (between No.70 and the tramline).

The consultation resulted in a total of 49 questionnaires returned representing a response rate of 28%. A detailed road by road analysis of the results show that 71% support a CPZ in their road, compared to 25% who do not and 4% who are unsure or did not comment. Residents were also asked which days / hours of operation they would prefer should the CPZ be introduced in their road. Results indicate that 37% of respondents prefer Monday – Friday and 63% support Monday – Saturday.  For the hours of operation, 59% of respondents prefer 8.30am – 6.30pm, 25% prefer 10am – 4pm and 16% prefer 11am – 3pm.

To summarise, 71% are in favour of a CPZ to operate Monday – Saturday 8.30am – 6.30pm.

Informal consultation 17 November 2016

Following the previous informal consultation carried out during June / July 2012 and subsequent meetings thereafter, we are writing to advise you that the Council has not been successful in securing the car park for residents' use. With this in mind we are now undertaking a further informal consultation to seek your views on the concept of a CPZ. As with any parking management, the proposals included yellow lines and parking bays.

The Council is seeking the views of the community for a proposed CPZ in the Wilmore End area of Abbey Ward. The decision on whether or not to proceed with the next stage, which would involve a statutory consultation on the proposal, will be subject to the responses received during this informal consultation. What happens next

It is envisaged that the results of the consultation along with officers' recommendations will be presented in a report to the Cabinet Member for Environment, Regeneration and Housing. Once a decision is made you will be informed accordingly.
