Update - 22 September 2016
Following Cabinet Member approval to proceed with implementation of the MTC CPZ, street works are scheduled to commence from 3 October 2016. Work will be carried out between 8am and 4.30pm. To allow the works to be carried out as quickly as possible, temporary parking restrictions may be introduced, although parking" cones and signs will be in place to indicate the areas where parking would be prohibited. By doing so, this will keep the roads free of parked vehicles allowing a smooth transition of the works. Vehicles would be allowed back onto the road once the lining work is complete or after the working day.
Schedule of works
Elmwood Road and Whitford Gardens between 3 and 4 October,
Albert Road and Langdale Avenue between 5 and 7 October.
Notices and cones will be placed in your road 12 – 48hrs prior to work being undertaken.
The MTC CPZ is scheduled to come into operation on 17 October 2016.

Following the statutory consultation, the feedback from the community was reported to the Cabinet Member for Regeneration, Environment and Housing in early August. Approval has been given to proceed with implementation of the MTC CPZ with the anticipated operational start of October / November 2016. A newsletter will be distributed shortly to all residents / businesses in the boundary of the CPZ to update them of the decision and to notify of the next stage with regards to implementation dates of the CPZ and information for the application of parking permits.
Statutory consultation 16 June - 8 July 2016
The Council is carrying out a statutory consultation on its intention to introduce a Controlled Parking Zone (CPZ) to the Mitcham Town Centre area to include Albert Road, Elmwood Road, Langdale Avenue and Whitford Gardens.

Representations in regards to the proposals described in this Notice must be made by email to trafficandhighways@merton.gov.uk or in writing to Future Merton (Traffic and Highways Team 9th Floor), Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
Representations must reach the Council by no later than 8 July 2016 quoting reference ES/MTC. Objections must relate only to the elements of the scheme that are subject to this statutory consultation.
Update 20 April 2016: Result of the informal consultation
Following the informal consultation that took place between 14 January to 12 February 2016, there was a total of 259 premises consulted via documents containing a newsletter explaining the proposals. Residents consulted were from Albert Road, Elmwood Road, Langdale Avenue, Whitford Gardens and stretch of properties on the eastern side of London Road between junctions with Langdale Avenue and Elmwood Road. 53 of the premises responded.
Of the 53 who responded, 62% support a CPZ in their road, compared to 32% who do not and 6% who are unsure. Residents were also asked which days of operation they would prefer if a CPZ was introduced in their road. Results show that 24% of respondents prefer Monday – Friday, 45% support Monday - Saturday and 31% prefer Monday – Sunday. Residents were further asked which hours of operation they would prefer should the CPZ be introduced in their road. Results show that 59% of respondents prefer 8.30am – 11pm, while 25% prefer 8.30am – 6.30pm and 16% prefer 10am – 4pm.
To summarise, 62% are in favour of a CPZ to operate Monday – Saturday 8.30am – 11pm.

Informal Consultation January/February 2016
In response to representations received from residents from Langdale Avenue, experiencing parking difficulties in their road, the Council is proposing to introduce a Controlled Parking Zone (CPZ) in Langdale Avenue and the surrounding roads. In anticipation of the likely parking displacement into the roads surrounding Langdale Avenue, it has been agreed that the Council will carry out an informal consultation on a larger area, beyond Langdale Avenue to give those residents an opportunity to air their views.
Let us know your views
The Council is seeking the views of the community to a proposed CPZ in the Langdale Avenue area. The decision on whether or not to proceed with the next step, which would involve a statutory consultation on the proposals, will be subject to the responses received during this consultation.
