16 March 2017 update

Following the meeting of the Sustainable Communities Overview and Scrutiny Panel on 15 March 2017, it was agreed to uphold the Cabinet Member's decision which means the diesel levy will be implemented as of 31st March 2017. This means that diesel vehicle owners within a CPZ will be charged the levy upon applying for their permit renewal. All electric vehicles, however, would only pay £40.

The Council intends to undertake the statutory consultation relating to the diesel levy for Teacher's permit and the reduction of £40 to business and trade permits with electric vehicles in May 2017. Details of the consultation will be published on the Council's website in due course.

 

14 March 2017 update

Following the publication of the Cabinet Member's approval, the decision is now subject to the Call-in process. The decision will be subject to scrutiny at the Sustainable Communities Overview and Scrutiny Panel on 15 March 2017. For full information please use the following web link:

27 February 2017  update

After careful consideration of all feedback received, the Cabinet Member has now made a decision to proceed with the making of the appropriate changes to all CPZ Traffic Management Orders to facilitate the diesel levy and the reduced permit price of £25 for those residents who have an electric vehicle.

The Council intends to make the Traffic Management Orders (TMOs) with an effective date of 1 April 2017.

 

January 2017

Following the Cabinet meeting held on Monday 14 November 2016 the following were agreed:

1. the introduction of a levy charge for all diesel vehicles that have a Resident, Business or Trade parking permit with the introduction of £150 surcharge phased over a 3 year period - £90 in 2017/18, £115 in 2018/19 and £150 in 2019/20.
2. parking permit charge for electric vehicles to be set at a discounted rate of £25 per annum.
3. the Council to review the impact of the diesel surcharge for a period of 2 years, with a view to the introduction of comprehensive emissions based parking scheme.

To implement the agreed levy, it is necessary to undertake a statutory consultation to amend all the Traffic Management Orders pertaining to Controlled Parking Zones. This statutory consultation starts on 12th January 2017.

A Notice of the Council's intention to introduce the above measure will be published in a local newspaper (The Guardian) and the London Gazette. Representations against the proposals described in this Notice must be made in writing or email to trafficandhighways@merton.gov.uk by no later than 3rd February 2017 quoting reference ES/Diesel Levy.

Objections must relate only to the elements of the scheme that are subject to this statutory consultation. The Council is required to give weight to the nature and content of your representations and not necessarily the quantity. Your reasons are, therefore, important to us.

A copy of the proposed Traffic Management Orders (TMOs), a plan identifying the areas affected by the proposals and the Council's Statement of Reasons can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX during the Council's normal office hours Monday to Friday, 9am to 5pm. A copy will also available at all Council operated Libraries. This information is also available on Merton Council's website www.merton.gov.uk/diesellevy

All representations along with Officers' comments and recommendations will be presented in a report to the Cabinet Member for Regeneration, Environment and Housing and the Cabinet Member for Street Cleanliness and Parking for their consideration and a final decision.

Please note that responses to any representations received will not be made until a final decision is made by the Cabinet Member. The decision will be published on the Council's website.
