What to do if you think that a child is being abused or neglected
The Merton Safeguarding Children Board (MSCB) agree how local child protection services are carried out.
The Board is also responsible for monitoring the performance of local agencies' arrangements for safeguarding children as set out in
section 11 of the Children Act 2004.
It is chaired by an independent person and has members from local services and people who represent the local community.
We work closely with other organisations such as the Health and Well Being Board and the Merton Children's Trust.
The MSCB works to an Annual Business Plan based on the agreed priorities for keeping children and young people safe in Merton. In 2016 – 18 these included:
- making sure that child protection processes work well
- prevention of child sexual exploitation
- implementation of the Government's Prevent Strategy to stop children being influenced to become involved in terrorism
- development of a local Neglect Strategy
There is a comprehensive Training Strategy and the MSCB provides an annual training programme.
The Board meets a minimum of four times per year, and consists of these sub groups:
- Quality Assurance
- Learning and Development
- Promote and Protect Children and Young People
The Board also shares a Child Death Overview Panel and a HR (Safer Recruitment) sub group with Sutton SCB (Sutton Safeguarding Children Board).
There is a Business Improvement Group which ensures that the work of the MSCB and its Annual Business Plan are being achieved satisfactorily.
The Board is separate from the operational services of the Council. It has a part-time Independent Chair, a Business Manager, Training and Development Manager and Board Administrators.
