These are is now available to view and make comments by visiting www.merton.gov.uk/planning-and-buildings.
Click the green button 'find a planning application' and type in the planning application number (e.g. for Eastfields: 17/P1717). At the bottom of this page, the "related documents" link lists all the planning application information.
