The national Council Tax Benefit scheme ended on 31st March 2013. It was replaced by our local Council Tax Support scheme.

Council Tax Benefit stopped from 1st April 2013. From this date a new local Council Tax Support scheme started. This scheme, and the rules on who can get help with their Council Tax, will be decided at a local level instead of national regulations.
Instead of refunding Merton for the Council Tax Benefit it has paid to residents, the Government will award a grant to Merton. This grant may be used to provide reductions to the Council Tax bill for residents that we decide most need the reduction. The grant that replaces the refund will be 10% less than we get now - so we need to either reduce the amount of CTB that we award to residents or fund the shortfall in other ways, such as reducing services, using reserves or increasing income from other sources.

We have invited the views of residents and interested parties on the scheme and the consultation is now closed.
Thank you to everyone who got involved and took the time to complete our survey or attend our drop-in days; we received almost 1,000 online and paper responses in total.

Where we give financial support to reduce council tax bills this needs to be designed to help the most vulnerable residents and support the Government's work incentives...making work pay.
Pensioners are protected from the savings. They will receive at least as much as they do now in CTB under the new scheme. This does however mean that the savings have to be found from elsewhere.
We will review the impact of the scheme throughout 2013-14 and it may be revised in 2014-2015.
