We have been successful in its bid to Transport for London (TfL) to fund safety and accessibility improvements across the Borough. As part of this initiative the main entrance to Garfield Primary School in Garfield Road has been identified for improvements through requests by the school and parents who are concerned about vehicle speeds, inconsiderate parking on the school keep clear zigzags and general road within the vicinity of the school.
It is therefore proposed to introduce a 20 mph speed limit in Garfield Road from its junctions with Caxton Road and Cowper Road along with providing a speed table at the junction with Dryden Road with an extending area for an informal crossing point for pedestrians. The footway will be widened on the school side by approximately 1.2 metres with a line of bollards.
These proposed measures should encourage slower speeds, provide a safer environment for parents and their children with better awareness to passing traffic.
A statutory consultation is required to reduce the speed limit, introduce a speed table and alter the School Keep Clear markings and parking bays. A Notice of our intentions to introduce these measures will be published in the local newspaper and posted on lamp columns in the vicinity. Any comments must be put in writing to the Head of Street Scene and Waste, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX by no later than 27 September 2013, quoting reference ES/SGE/GARFIELD_MEASURES.
A copy of the Notices and plan identifying the area affected by the proposal can be inspected at Merton Link, Merton Civic Centre, London Road, Morden, Surrey during the Council’s working hours, Monday to Friday, between 9am and 5pm.
Should we receive support for the measures and Cabinet Member approval, construction could be carried out construction during the February 2014 half term holidays.
