Proposed waiting restrictions - Westside Common and Woodhayes Road

Over the past several months there have been numerous complaints regarding obstructive parking resulting in demands for double yellow lines in Westside Common and Woodhayes Road. In September 2010 two petitions (Ref: PT504 and PT506) containing 396 and 6 signatures respectively were received from some residents in Westside Common and Chester Road requesting the introduction of parking restrictions. The majority of these complaints relate to the current obstructive parking in Westside Common which is having an adverse impact on traffic flows, access points, and sightlines making it difficult and hazardous for vehicles to enter and exit side roads safely. Concerns have also been expressed over the obstructive and indiscriminate parking, which restrict traffic flow and creates blind spots for both motorists and pedestrians at the zebra crossing outside Kings College School in Woodhayes Road.

To address the obstructive parking, it is proposed to introduce waiting restrictions (double yellow lines both sides) on Westside Common between its junctions with Woodhayes Road and Cannizaro Road. In order to curb the perceived speeding on Westside Common the council is proposing to introduce a Vehicle Activated Signs (VAS) to help reduce vehicular speed. These are automatic warning and detection systems designed to warn motorists when they exceed the speed limit and improve safety. These are not traffic enforcement cameras.

Advantages

  • As the sign is only triggered when drivers travel faster than the posted speed limit, it only targets drivers exceeding this speed limit within a specific length of carriageway.
  • Can be tailored to specific site.
  • It can collect speed and volume data, which can be used to measure the effectiveness of the scheme.

Disadvantages

  • Increase in street furniture.
  • Flashing signs may be intrusive at night to residents close to this feature.

The combined proposed measures are likely to reduce vehicular speed, smooth the flow of traffic and reduce existing congestion. For the extent of proposed waiting restrictions see plan enclosed

What happens next

A Notice of the Council’s intention to introduce the proposed restrictions will be published in the local newspaper, London Gazette and posted on lamp columns in the vicinity. Representations for and against the proposals described in this Notice must be made in writing to the Head of Street Scene and Waste, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or email trafficandhighways@merton.gov.uk by no later than 1 April 2011, quoting reference ES/SGE/WESTSIDEWR. Objections must relate only to the elements of the scheme that are subject to this statutory consultation.

All representations along with Officers’ comments and recommendations will be reported to the Cabinet Member for Environmental Sustainability and Regeneration for a decision. Please note that responses to any representations received will not be made until a final decision is made by the Cabinet Member.

The Council is required to give weight to the nature and content of your representations and not necessarily the quantity. Your reasons are, therefore, important to us.

A copy of the proposed Traffic Management Order, a plan identifying the areas affected by the proposals and the Council’s Statement of Reasons can be inspected at the Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX during the Council’s normal office hours Monday to Friday, 9am to 5pm. A copy can also be inspected at Wimbledon Library.
