
It is advisable that new residents apply for a permit before they move into or around the borough, in order to ensure that adequate time is given for the processing of the application.
Some properties are designated as permit-free under Council planning regulations. Under no circumstances can resident or visitor permits be issued to the residents of such properties. Please check with your landlord, legal advisor or Parking Services if you are unsure whether this might apply to the property for which you require permits.
Application forms for new permit holders can be found by following one of the links above, where the form can be downloaded and either posted or hand delivered to the Civic Centre; full address can be found at the bottom of this page.
New applicants will need to provide proof of residency in the form of a copy of the tenancy agreement (detailing the name of tenant and new address and date of occupancy, which is usually contained within the first three pages), or a copy of the solicitor's letter upon completion of purchase (on headed paper). We also require proof of vehicle ownership and / or details of named drivers. Such documents can consist of a copy of a valid car insurance policy, and in the case of ownership, the vehicle registration documents (log book). Applicants who have completed a sale on a new vehicle, but do not yet have all the necessary documentation, can provide us with a copy of the sales invoice detailing name, address and vehicle registration mark.
The above is also relevant to those applying for visitor permits, although in this instance we do not require proof of vehicle ownership, only proof of residency.
Parking Services endeavour to process new residents and business permit applications within 24 to 48 hours of receipt in the parking office. Applications can be made by post or fax and details are listed at the bottom of the page. Alternatively, applications can be handed in at reception at the Merton Civic Centre.
Applications for permit renewals and repeat orders for visitor parking permits are normally processed within 3-5 working days of receipt in the parking services office.

Whilst applying for a new permit, you must ensure that the vehicle is legally parked at all times and any note left on the vehicle (explaining that a permit has been applied for) will be rendered invalid.
Permits may be issued for cars, invalid carriages and small commercial vehicles of not more than 4 wheels. Vehicles must not exceed 2.28m (7’6’’) in height and 5.25m (16’3’’) in length. The width of the vehicle must be such that when it is parked it is fully contained within the bay.
In certain circumstances, an administrative fee, currently £10.00, may be charged.
Should you need to amend your permit as a result of changing your vehicle or moving to a new address within a different Merton controlled parking zone, you must inform us by telephoning 020 8545 4661.
You will be given a unique reference number, which should be written onto a photocopy of your existing permit and displayed clearly on the dashboard of the car. This will enable you to park your new car or to park within the different zone temporarily while your permit is being changed.
The reference will be valid for a maximum of 15 working days during which time you will need to send to the address below:
You must send these three items as soon as possible after the issue of the reference to allow sufficient time for a new permit to be issued before the expiry of the reference.

In the event your Resident Parking Permit, Business Parking Permit or Car Park Season ticket are lost or stolen, we will issue a replacement permit; there is an administrative fee of £10.00 for this service.
In the event that your Resident Address Permit, Business Address Permit or Visitors Permits have been lost or stolen, the full amount will be payable for replacement permits.

If you are surrendering a permit before it is due to expire, we will issue a refund of any full months remaining on the permit, minus the administration fee of £20.00
