Merton's Unitary Development Plan

Merton's Unitary Development Plan (UDP), adopted in October 2003, is part of the statutory development plan for the borough, together with the Mayor's London Plan.

It provides a framework for development of land, development control and conservation. Its aim is to give a clear statement of the council's policies and proposals for development and land use.

The UDP consists of a written statement in two parts and a proposals map.

  • Part 1 of the written statement comprises of Merton's planning strategy. Strategic policies within Part 1 set out the council's general policies for the development of the borough.
  • Part 2 provides the detailed planning context, policies and site specific proposals which will guide development over the next ten years.
  • The proposals map indicates site specific proposals and boundaries to which certain policies apply.

Important changes to Merton's Unitary Development Plan

On 27th September 2007, the Secretary of State issued a Direction. This Direction lists which of Merton's Unitary Development Plan policies can be saved and used to inform planning decisions beyond 27th September 2007.

The Secretary of State has decided that 12 policies from Merton's UDP are no longer required or have been replaced by national policy or the London Plan.

From 27 September 2007 the twelve policies listed below should not be used to help determine planning decisions.

  • HN.1: Affordable housing
  • HP.3: rehabilitation of vacant dwellings
  • HP.4 Density of Development
  • HP.6 Flat conversions: retention of units
  • LD.3 Planning briefs
  • MO.2: Re-use of upper floors
  • PE.10 Waste facilities
  • S.10 Access for people with disabilities
  • ST.9 Quality residential areas
  • ST.11: Housing provision
  • U.2 Mixed use in urban villages
  • U.3: Sustainable transport in urban villages
