It is an exciting time for Colliers Wood!
The council has been working with Criterion Capital to secure and deliver the redevelopment of the former Brown & Root Tower.
Planning permission has been granted for the conversion of the Tower and an extension to the north (towards Colliers wood underground station) to provide 150 apartments, with shops on the ground floor.
The planning permission also allows for an extension to the south (to be built as part of a second phase) providing another 68 apartments.

The council and Criterion Capital remain in regular contact to oversee the long-awaited redevelopment of the Colliers Wood Tower. Since our February 2014 update, Criterion have tendered for the ‘Construction Work Packages’. These tenders were assessed in April 2014. There was then a 6 month period of negotiation over the construction and engineering details, contract costs and logistical arrangements with third parties. In October 2014, contractors J.J. Rhatigan were appointed by Criterion to undertake the construction of the project.
Throughout winter 2014, the council and Criterion have been agreeing the sign off of remaining planning conditions, relating to s278 Highway works and site access, crane licences and agreeing construction traffic arrangements with TfL who manage the A24 High Street Colliers Wood. J.J.Rhatigan have already been visible on site, preparing the building for the main construction activity which is set to launch from February 2015 and take approximately 18 months to complete.
Criterion Capital have also paid the s106 planning obligation to the Council which is part-funding the public realm upgrades currently underway through our Connecting Colliers Wood project. We have been the lead partner in coordinating the public realm design between Criterion, TfL and Merton Council’s contractors. This involves detailed design coordination of underground utilities, drainage, paving, street lighting, trees and furniture in and around the Tower and Christchurch Road.

Merton’s regeneration team have been in regular liaison with Criterion Capital to keep updated on progress of the long-awaited redevelopment of Colliers Wood Tower.
In Summer 2013, Criterion Capital embarked on a partnership with a housing developer to deliver the scheme. This partnership ended in Autumn 2013, where Criterion Capital decided to proceed with delivering the development themselves.
The Council hosted a community design workshop in December 2013 focussing on the public space designs around the tower. Criterion Capital also attended and gave an update on the tower development.
In December 2013, Criterion Capital let contracts for the ‘enabling works’ phase, which is to prepare the site prior to construction commencing.
Project Managers, Engineering and Structural specialist are now on board. There has been some activity on-site to assess the structural complexities of 1960s tower in preparation for construction.
In February 2014, Criterion put out tenders out for their ‘Construction Work Packages’; this is for contractors to build-out the scheme. These tenders will be assessed in March 2014. The construction team is anticipated to be in place, and on-site in April 2014. One on-site works commence, the scheme build-out will be around 18 months. Anticipated completion is autumn 2015, fitting in with the completion of the public realm improvements being delivered by the Connecting Colliers Wood project.
Tower and public spaces project – update meeting June 2013
Siobhain McDonagh MP, and local councillors organised a meeting on 13th June to keep residents updated on the progress of Colliers Wood tower and the GLA public spaces project.
