Following the statutory consultation carried out in July 2013, the Council’s decision is to proceed with the waiting restrictions proposed for the Woodhayes Road area as shown on the linked plan below.

It has also been decided to defer the making of the Traffic Management Order (TMO) of the measures proposed for the Wool Road Conservation Area until the effect of the Woodhayes Road restrictions is determined. The following junctions will be excluded at this stage:
The partial footway parking proposed outside property no.1 & 2 The Sycamore, Woodhayes Road will be excluded.
Wool Road Cul de sac will not be subject to any restriction as this section of the road is private.

We are seeking your views on proposals to introduce waiting restrictions within your area. we carry out careful consultation to ensure that all road users are given a fair opportunity to give their views and express their needs on parking proposals. The parking needs of the residents and visitors are given consideration but maintaining safe access must take priority.
We have received numerous complaints regarding the obstructive parking that is taking place on Woodhayes Road and its junctions with Ernle Road, Dunstall Road and The Ridgway causing traffic congestion. To address this problem we are proposing to introduce double yellow lines at key locations, such as bends and junctions.
We also intend to protect all the key locations in the surrounding roads with double yellow lines to improve visibility and sight lines to address possible parking displacement.
To address the bottleneck caused by obstructive parking on Woodhayes Road, between Dunstall Road and Crooked Billet, it is proposed to formalise footway parking on the northwest side of Woodhayes Road to assist the free flow of traffic in this area.
A Notice of our intentions to introduce the proposed restrictions will be published in the local newspaper, London Gazette and posted on lamp columns in the vicinity. Representations for and against the proposals described in this Notice must be made in writing to the Head of Street Scene and Waste Management Division, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or email trafficandhighways@merton.gov.uk by no later than 27 June 2013, quoting reference ES/SGE/WRWOODHAYES. Objections must relate only to the elements of the scheme that are subject to this statutory consultation.
A copy of the proposed TMO, a plan identifying the areas affected by the proposals and the Statement of Reasons can be inspected at the Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX during the normal office hours Monday to Friday, 9am to 5pm. A copy can also be inspected at Wimbledon Library.
We are required to give weight to the nature and content of your representations and not necessarily the quantity. Your reasons are, therefore, important to us.
All representations along with Officers’ comments and recommendations will be reported to the Cabinet Member for Environmental Sustainability and Regeneration for a decision. Please note that responses to any representations received will not be made until a final decision is made by the Cabinet Member.
